Sooo Toby has a weakness for children/teens who have Seen Too Much (and has killed almost-gods to protect her nieces/nephews and other kids) annnnd uh Horatio would be just a bit younger than the daughter she's estranged from etc etc so YEAH if you want him to have a grumpy-but-protective pseudo Mom for your boy, Toby's available.
Free labor is a good way to start (because, hello, it's free), but he's gonna be very wary and basically be like "Fine, but don't you dare talk to me more than what is necessary to the job"

The hilarious thing TOBY is really bad about working herself to the bone (...almost literally sometimes) to avoid her Issues BUT she will keep her loved ones from doing the same.
